It happens for various reasons, you’re 94% complete with one of the transportation awards like say “Rock Solid” for ORE. Just transport a bunch and check the award and it’s still at 94%. Hey, what the! Yup but we have a way to fix that.
1. Go to the Main Menu and tap “Options”
2. Now select “Reset/Sync”
3. Choose “ReSync Game Center”
4. Just confirm this is what you want to do. <- make sure you have a good Internet connection
5. Dismiss the alert and you may see award banner notifications for any awards you had completed but not earned.

Suffice to say you must force quit the app and relaunch. It seems to be only present on older iOS versions and since I can only test on iOS 5.1, that is what the next update will require.
